Operation Safe Passage (OSP), a unique new collaborative to combat truancy and juvenile crime, launched today in Northwest Detroit. Detroit Police Chief Ralph L. Godbee, Jr., was joined by US Attorney Barbara McQuade; Thomas Brandon, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms & Explosives; Executive Deputy Chief of Police Craig Swartz for Detroit Public Schools; Chief of Police Operations Wayne County Sheriff Raphael Washington; other federal, state and local law enforcement officials and several community partners to announce the initiative. OSP’s mission is to combat juvenile crime and truancy and positively influence children to stay in school, and the program is beginning as a pilot focused on the Northwest area of Detroit. The area was chosen because it is a focus of Mayor Dave Bing’s Youth Violence Prevention Plan; and it is also an area where a federal, state and local law enforcement collaborative called CVRP (Comprehensive Violence Reduction Partnership), has been working on an ongoing basis. “Public safety and ensuring a productive environment for youth and families to live and learn are top priorities for Mayor Dave Bing,” said Deputy Mayor Green, “Operation Safe Passage aligns perfectly with these priorities.”

Free Schools to open longer so Parents can work. It was suggested that some schools may shorten summer holidays, and extend school week to 6 days, plus more time in class, and schools could be open from 8am to 8pm to help struggling parents. These schools will be free to set their own staff pay and conditions and will be given the freedom to experiment with the school year. In a speech to the Policy Exchange, Michael Gove announced 281 bids have been received for new, government-funded institutions run independent of local councils. Mr Gove outlined that Free School Norwich will offer, “affordable extended school provision… 6 days a week, 51 weeks of the year.” School summer-holidays will reduce to just 4 weeks and will only close its doors on Bank Holidays and the Christmas week. Tania Sidney-Roberts said, “We want to achieve an environment where parents will be able to go out to work because we will provide the wrap-around care at the school, in an environment which is familiar to the children.” According to Ms Sidney Roberts this key aspect of the proposal — of on-site, affordable, all-year-round extended school provision — is in direct response to demand by local working parents. The West London Free School is probably one of the most famous of the proposed new schools, and due to open in September. The school has already made clear that it will expect pupils to stay in school or at extracurricular clubs until 5pm between Monday and Friday. Shadow Education …

Giving test results to an incoherent, badly run school doesn’t automatically make it a better school. The work of turning a school around entails improving the knowledge and skills of teachers-changing their knowledge of content and how to teach it-and helping them to understand where their students are in their academic development. Low-performing schools, and the people who work in them, don’t know what to do. If they did, they would be doing it already.

So writes Richard Elmore in Unwarranted Intrusion, an essay critiquing the accountability mandates and high-stakes testing policies of the No Child Left Behind Act. In School Reform from the Inside Out, one of the country’s leading experts on the successes and failures of American education policy tackles issues ranging from teacher development to testing to failing schools. As Elmore aptly notes, successful school reform begins from the inside out with teachers, administrators, and school staff, not with external mandates or standards. This collection of some of Elmore’s most probing and influential essays is essential reading for any school leader, education reformer, policymaker, or citizen interested in the forces that promote real school change.
